Cyberocracy is a conceptual system of governance that proposes a system where governments (or governmental institutions) rule by the use of effective information. Technocracy emphasizes 'hard' quantitative and econometric skills, like programming and budgeting methodologies; in contrast, a cyberocracy may bring a new emphasis on 'soft' symbolic, cultural, and psychological dimensions of policymaking and public opinion."

Using the latest communication and surveillance technologies, a cyberocracy would react quickly to relevant information from the source of a problem.  As technology advances to be able to quickly process and make sense of large amounts of data using AI-enabled tools, by 2030, governments will be able to rely on this to help them in policy decisions. However, governments will have to work with major corporations who likely will possess a lot of this critical data to help with the decision making, giving MNCs greater influence on state and inter-state matters. 


How will this change impact Smart Nation Singapore in 2030?

It is the year 2030, and cabinet members are going to meet with the country heads of major corporations later in the week to decide on the direction to take with regards to the genetic transhumanism policy for law enforcement and the military. Both parties might have a different take on which policy path to take, but ultimately will have to arrive at compromise or face a policy gridlock.If the corporations and government can work out a framework that benefits both parties, this could be great for the nation as a whole. If anything, an information-driven government would only reinforce the smart nation goals. However, in a scenario where a weak government has to pander to a powerful corporate influence, who largely have a bottom-line mentality, might not be the best thing for the nation in the long-run. Singapore is often seen to be run LIKE a corporation - in this kind of future, if the cards are not properly played, it could be run BY a corporation.
