Describe the change

Smart cities rely on an increasing number of sensors and controllers. As these numbers increase, the connectivity within and between systems increase, making it difficult to predict when negative events may occur.


How will this change impact Smart Nation Singapore in 2030?

Smart cities create increasing connectivity which can produce a negative black swan event. A black swan event usually has three main characteristics:

  • It is rare or hasn’t happened before, and comes as something of a surprise.
  • It has an extreme impact on society and is outside our usual experience.
  • It has retrospective predictability through the use of hindsight.

 

An example of a black swan event is the Northeast blackout of 2003. It was a widespread power outage that occurred throughout parts of the Northeastern United States and the Canadian province of Ontario on August 14, 2003. It was the result of a cascading failure which resulted in people not having power for days.
